Summary of Policy:
“1. Target population
A general policy approach, as specified in Section 3.4, focuses on the actions to be taken in relation to “”employment of young people.”” The target groups are defined as young professionals seeking entrepreneurship opportunities, start-up business developed by recent graduates and those who are unemployed.
2. Goals and Objectives
The Mongolian People’s Party won the 2016 Parliamentary Elections and established their government. The mandate of the law is to implement the government’s four-year programme and serves as the principal document directing its implementation.
3. Challenges and difficulties
Because this is a political document, implementation is dependent on the stability of the government. The government is aware of this risk and re-established the law at the end of 2017.
4. Outcomes and impacts
Directions in the programme were broadened and the National Employment Council has introduced and approved the programme including””Employment Promotion Programme”” in 2017, “”Employment Training and Employment Skills,”” and “”Promotion of Business Startup Youth”” sub-programmes in 2017.”
Timeline:
This will be in effect from 2016 till 2020.
Strengths:
“To support the employment of youth programmes, the following measures are planned:
· Supporting companies who employ young graduates on a regular basis
· Under the “”Occupational Personnel”” policy, at least 20,000 young people will be trained in vocational training centres
· Provide business startup support for youth and give opportunities for new graduates of higher education colleges and vocational education schools to access small loans and buy equipment
These are concrete steps towards reducing the transition period for youth from school to work.”
Weaknesses:
Because youth are not one homogenous group, some may be excluded from the policy, particularly those that need specific support such as early school leavers and young people with disabilties.
Opportunities for Improvement:
Other subprogrammes should focus explicitly on youth groups that need specific support and thus develop policy tailored towards them.
