Summary of Policy:
“1. Target population
This is the state policy that delivers educational services to the citizens of Mongolia.
2. Goals/Objectives
For the State to provide a comprehensive education system for all.
3. Challenges and opportunities
The law is too vague, which has negative implications for evaluating the policy. For example, a quote from the law states “”Higher and Vocational Education will develop a strategy for education over the next 10 years, in order to successfully develop the competitiveness of the labour market, to create self-reliant jobs … to develop the capacity of national innovation.””
4. Outcomes and impacts
Information is lacking regarding policy implementation and outcomes.”
Timeline:
To be in effect from 2014 until 2024.
Strengths:
It is important to note here that education policy is directed towards creating jobs rather than assisting young people competing for jobs.
Weaknesses:
Studies have shown that poor quality education exacerbates problems realted to the school-to-work transition. However, over the last 10 years, the adequate alignment of education and labour policies has not taken place.
Opportunities for Improvement:
It is crucial to ensure education policy is closely aligned with the needs of the labour market.
