Summary of Policy:
“1. Target population
A general policy approach, as specified in Section 3.4, focuses on the actions to be taken in relation to “”employment of young people”” and addresses the following chapter. In particular, the target group is defined to tailor a government policy towards young professionals seeking new entrepreneurship and start-up business who have recently graduated and those who are unemployed.
2. Goals and Objectives
Mongolian People’s Party won the 2016 Parliamentary Elections and established the government. The program’s mandate is to implement the government’s four-year program to keep its election promises and serves as the principal key directions for implementation.
3. Challenges, difficulties
Because this is a political document, implementation is dependent on the stability of the government. This is the risk that our government has resigned and was re-established at the end of 2017.
4. Outcomes,impact
Directions in the programmed were broadened and the National Employment Council has introduced and approved the programs including””Employment Promotion Program”” in 2017, “”Employment Training and Employment Skills,”” and “”Promotion of Business Startup Youth”” sub-programs in 2017.”
Timeline: This will be in effect from 2016-2020.
Strengths:
“In order to support the employment of youth programs, the following measures are planned:
– Supporting companies who have employed young graduates on regular basis. – Under the “”Occupational Personnel”” policy, at least 20,000 young people will be trained in vocational training centers. – Provide business startup support for youth and give opprtunities for new graduates of higher education colleges and vocational education schools to access small loans and buy equipment.
– This is a concrete step toward reducing the transition period for youth from school to work.”
Weaknesses:
Because of the general and broader context of youth groups, youth groups may be left out outside of the policy, particularly those that needs support such as school drop outs, young people with disabilities and etc.
Opportunities for Improvement:
Other subprograms should focus specifically on youth groups that need supportand develop policy tailored towards them.
